Did I reach my short term goal?

My short term goal is to have full shoulder length hair. How full is full? Or can I claim it now? I'm so confused.

The first pic is from Jul 8th of this year - I am positive that's not full.

The second pic is from today.

Am I there yet? If not, how far do I have to go?
