Underprocessing causing breakage?

Can underprocessing followed by stretching relaxers cause breakage? I'm noticed shorter hairs at the roots in the back, even though the rest of the hair is brastrap.

probably, b/c the textures are so different(new growth connected to the slighty texlaxed part of the hair). I guess to combat this u could keep the new growth moisturized more.
