Is it scaling?...like you comb at it and it feels slightly oily?
Have you tried diluted apple cider vinegar on your scalp as the last rinse. It balances the ph on your scalp and it's anti fungal as well. Just pour it on your scalp, massage it in your scalp. Do not rinse it out. The smell of vinegar will go as your hair dries.
It takes a few washes but it should improve by the wash.
I had a similar problem and i believe this and tea tree oil helped.
I use Qhemet's AOHC on my itchy scalp... it works wonders
..RECENTLY changeD LOCATIONS....maybe the water is a part of it....but will tryNoticed your in ATL...get a shower water filter from Home Depot.
Maybe you are allergic to commercial ingredients. Like someone suggested use herbs to cleanse your scalp, or even cheaper is baking soda, that helped me as well.
Research the indian herbs - shikakai, brahami, amla, henna, etc. They are VERY GOOD for the scalp/hair. I never suffered from itchy scalp, but since I've been using these I have no scalp issues at all.

but i've been out of braids for about a year...still no relief
i have done scalpicin= nothing....nizoral, dr. miracle & most dandruff itchy shampoos work! but the effect wears off like within hours (or at least by the next day) t-gel , they all help, but no solutions....work for less than 24hrs usually
i've been trying natural to get rid of any possible irritants
i think any conditioners on my scalp are irritants
Your method for treating scalp itch is going to depend on the cause. Could be seborrhea dermatitis, too much product on scalp, not washing often enough, allergy to ingredients etc.
My flakes tend to be very bad. The flakes are large and dry unlike the tiny flecks that are dandruff. Regardless of the treatment you are pursuing the frequency of its use is important. I find that I must wash my hair every three days to reduce the flakes. This alone helps significantly even without using any special treatment Neutrogena T-Gel can sometimes help depending on your issue but it strips your hair and gets everything all tangled. For me its not worth it.
Steaming your hair does help a bit. As well, doing a hot treatment, massaging the scalp and usng a comb to gently rub off the flakes can also be helpful.
