Well, of course you can do these things without losing weight. In terms of your actual goals, though, it depends on what you mean by your tummy being a "hot mess". You can tone the muscle, but if the amount of fat on top of it is bothering you, you will have to lose weight (in fat pounds) to see a difference. As some people mentioned you can try to make it up with hypertrophy work, but that is only successful to a point. The ultimate result will depend on your body type since you can't spot reduce.
Try to work in weighted chest flies, etc, to build up the pecs, and good luck

I'm not against losing the fat on my body at all so I guess I probably should have asked is it possible to lose fat and build muscle at the same time. This would really be my goal. I know that my body fat is too high consdering my frame. In regards to my tummy/waist I probably have an inch and a half that I need to lose and I have a pooch, it's not big but since my boobs are pretty small it's not cute at all.
