My eye-makeup BLEEDS: Eyeliner or Mascara?

I know that something black runs from the top of my lid to the bottom corners. I'm not sure if it's my cheap Maybelline eyeliner (the red ones that come in a 2-pack for $2) or the cheap Great Lash Mascara by Maybelline.

Anyone ever have problems like this?

Regardless of what it is...what are good non-bleeding eyeliners and mascaras? Thanks ;)

I use Lancome Hypnose Mascara & Lancome Artliner. Neither of them smudge or bleed. The mascara gives very dramatic results.

I use jordana kohl eyeliner pencil (cheap like 2 for 99cents)and almay liquid eyeliner as a top coat....the combination will stay put and fresh for a long time.
