Is it all necessary?
What is the purpose of each?
What do you use for each?
It seems like a whole bunch of unnecessary steps to me.

It depends on the product for example I use all three every now and then.
Mask: I use Mint Julep Original Masque to tighten my pore and absorb the excess oil.
Toner: I use Thayers toner to cleans or to neutralize my skin after a peel or face steam.
Scrub: I use St Ives Scrub for exfoliation usually after a steam or a cleanser with salicylic acid.
So before you use one read the directions and the ingredients to see if you may need it. Everyone don't need a lot of products to get clean and healthy skin it is ones choice to use what they like or what they find helpful to their skin.

For me personally, less is more. I use the Clinique exfoliator (it's called 7 day something, lol, I don't remember) and the Oil of Olay clay mask maybe 1-2 times per month. I do use toner and moisturizer after each "real" wash (Clinique 3 step). I may do the 3 step 1-2 times per week. Most of the time I wash my face with the same hand cloth I shower with and I clean my make-up off with cheap make-up remover clothes.
To say I have a horrible regimen when it comes to my skin, I actually want to buy the Sally's brand Clarisonic (sp). I'd probably never use it.
ETA: I have really nice skin and I'm always getting compliments on how pretty and smooth my skin is.

Exfoliation is my love. It livens my skin if it's looking dull.
Masks draw out impurities.
Toning (depending on the kind) brings down the pH of the skin to an acidic level after using alkaline soap.
