High Hip/Low Hip?

I've been seeing this measurement on size charts. What other measurement is there for the hips other than the widest point?

Is it referring to where the item sits on the hips? i.e. high rise/low rise for pants?

I see the measurements when looking at dresses or skirts as well, but you could have a point.
