Short Skirts?

Dumb question but I'm asking it: Would it be ok to wear short shorts under a short skirt? If so, how?

I love short skirts but I haven't worn them in awhile because I'm scared of the type of technology that's availabe these days. I don't want anyone doing any upskirt photos etc. I've had someone try to photo me while bending over wearing a sundress that covered my knees so this has only made me more uncomfortable wearing feminine things...

Have you thought about bloomers? (The type cheerleaders wear under their skirts.) We used to purchase ours from a dance studio.
