Well fitting clothes

I wonder if anyone could help, does anyone know why , my tops and trousers waistbands keep on riding up or down. I buy clothes to fit over my widest part of my torso, which is my lower stomach, but most of my clothes, including tights and underwear roll up or down ..it is driving me crazy.

Am I just buying badly fitting clothes. I love fitted tailored clothing for a clean shape, but this rolling is causing extra lumps and bumps.

I hope this makes sense.

I don't know the answer to this.
But I do know it happened to me a lot more after I started to gain some weight. Not sure if that's got anything to do with it.
